When is the Library on the ballot?
The Library is seeking a 5-year renewal of the Library’s 1.5 mill levy on Tuesday, November 7th, 2023.
This is the same levy term and millage the voters have renewed since 2009.
Will my taxes go up if the levy is renewed?
No. Your tax stays the same even if your property is reassessed.
What is the tax rate now?
Our current operating levy is a 1.5 mill levy. This means the owner of a home in the West
Jefferson Local School District pays just $41.00 for every $100,000 of the home’s assessed
value. You can find the amount of tax you pay by looking at the Madison County Auditor’s
property search.
Why is the levy listed under the West Jefferson Local Schools?
Although the Ohio Revised Code allows the Library to receive funding from a property tax, it is not a taxing authority. The Board of Trustees of our Library has limited scope of what it can legally approve, per the Ohio Revised Code (3375.66). Because the Library Board is appointed, not elected, the Library must have a taxing authority to put a levy initiative on the ballot. The school district takes no money from this levy. All money goes directly to the Library to support Library services for all school district residents.

How important is this levy to the budget?
The money generated by the levy represents almost 50% of the library’s funding.
The services listed above will not be possible without this levy’s renewal.
